Lucy was born around 1862, in Roanoke County, Virginia. She is the daughter of Joseph Glasgow and Lucy Gilbert. 

On 27 Sep 1882 in Lynchburg, Virginia, she married Julius Williams (1858-1936, son of Edward Williams & Harriet Marshall).
